The delightfully quaint city of Moose Jaw, Saskatchewan celebrated its 100th anniversary in 2003. Until 2011, the city had never had its own strategic plan. The one you see here was conceived and developed under my guidance, through extensive and patient consultations that spanned over a full year. It was formally adopted by City Council in a public session in November of that year. To me, it represents a significant piece of work for a few important reasons. First, the process we applied led us collectively to achieve an almost complete consensus among the members of city staff and council (the vote to adopt at Council was actually 6-1 in favour). Secondly, the positive public and media attention that supported the adoption of the plan signaled the potential for a very optimistic period of renewal, while the plan itself ensured equal emphasis on the preservation of the city’s unique heritage and charm. Finally, it fit on a single page … an elegant model for expressing a strategic direction that I have gone on to use for several other clients since.
